Directive on quality traineeships - clarifications on exclusion of traineeships linked to active labour market policies

Contrary to what we wrote (see EUROPE 13652/19), the Polish Presidency’s new compromise on quality traineeships has not entirely excluded traineeships carried out as part of active labour market policies from the scope of the directive.

This only applies to Chapters II (equal treatment) and IV (implementing measures) of the Directive, and not to Chapter III on ‘false traineeships’, as mistakenly stated. This exception for Chapter III also poses a problem for a number of delegations, who would like to see it excluded altogether.

According to other sources, Austria, Belgium, Sweden, the Czech Republic, Portugal, Slovenia, Finland, Lithuania, Malta and Estonia are the countries that are still unable to support the directive at this stage or have expressed reservations about examining it, while welcoming some improvements. Many other delegations, including Italy, France and Greece, have not indicated whether or not they will support the text, sources have also told us. France would nevertheless have welcomed developments in the right direction. We apologise for this error. (Original version in French by Solenn Paulic)
