Negotiators from the European Parliament and the Polish Presidency of the Council of the EU were unable to make much progress on Wednesday 19 March on the revision of the European Works Councils (EWC) Directive, according to sources.
With technical work still to be done, the next trilogue meeting, scheduled for 6 May, could well be the last, these sources added.
The Presidency has reportedly presented the European Parliament with a package of compromise amendments which it must now assess. The meeting focussed on transnational issues, the definition of workers’ representatives, the protection of special negotiating bodies (SNBs) and members of the European Works Council (EWC), as well as enforcement measures and access to justice.
The issues of gender representation, injunctions and sanctions, the transposition deadline and the format of the meetings were postponed until the next meeting. The technical work would already have made it possible to conclude a large number of points, such as those on the material scope of the information and consultation processes, which the European Parliament would not have managed to extend.
