On Friday 29 November, the European Commission adopted the intermediary targets for filling gas storage facilities by 2025, with the aim of reaching 90% of their capacity by 1 November 2025.
This target is set by the EU Gas Storage Regulation to ensure security of supply for the 2025-2026 winter.
Intermediary deadlines have been set for 1 February, 1 May, 1 July and 1 September 2025. They must be complied with by Member States with underground storage facilities on their territory and by Member States connected via the gas network.
Since the regulation was introduced in 2022, during the energy crisis, the EU has exceeded its gas storage filling target every year, standing at around 95% on 1 November (see EUROPE 13516/14). This represents 100 billion cubic metres of gas stored in the EU, or “around one third of the EU’s annual gas consumption”, says the Commission in a press release.
