Council of Europe adopts a new Action Plan for Moldova

On Wednesday 20 November, the Council of Europe’s Committee of Ministers adopted its Action Plan for Moldova 2025-2028.

Like the three preceding it since 2013, this Action Plan aims to help Moldova further harmonise its legislation, institutions and practices with Council of Europe standards in the fields of human rights, democracy and the Rule of law.

It “further reflects the recommendations of the European Commission’s opinion on the Republic of Moldova’s application for membership of the European Union (EU), issued in June 2022, as well as the analytical report on the country’s alignment with the EU acquis, prepared by the European Commission in February 2023”, states the preamble, which refers to the opening of negotiations for Moldova’s accession to the EU in December 2023.

This new Council of Europe Action Plan builds on the achievements of its predecessors and opens up new fields, such as the fight against human trafficking, the fight against drugs, strengthening the participation of civil society and youth in democratic decision-making, and so on.

It will continue its efforts to combat corruption, money laundering, terrorist financing and cybercrime.

It will also continue to help the authorities counter the effects of Russia’s war on Ukraine.

Funding requirements for this Action Plan are estimated at €30 million.
