ACER will consult on amending harmonised methodology for allocation of cross-zonal capacity on European electricity market

The Agency for the Cooperation of Energy Regulators (ACER) will hold a public consultation from 16 September to 14 October 2024 in order to reach a decision by 31 January 2025 on amending the harmonised methodology for cross-zonal capacity allocation for the exchange of balancing capacity or sharing of reserves on the European electricity market. 

This methodology was initially approved in July 2023.

A proposed amendment was sent to ACER on 31 July 2024 by the Transmission System Operators (TSOs).

This amendment aims to promote the integration of balancing capacity markets, reduce the cost of procuring balancing capacity and ensure security of electricity supply.

The proposed amendment thus seeks to clarify the governance of the market-based process, to establish a framework for setting maximum limits for the exchange of balancing capacities or the sharing of reserves, but also to revise the way in which congestion revenues are allocated between TSOs and to give the possibility of potentially delaying the implementation of the harmonised process beyond 31 July 2026.
