EU Council adopts position on 2025 EU budget

On Wednesday 17 July, Member States’ ambassadors to the European Union (Coreper) approved the Council’s position on the EU’s draft budget for 2025, which provides for €191.53 billion in commitment appropriations and €146.21 billion in payment appropriations.

The total budget presented by the European Commission in its draft 2025 budget on Wednesday 19 June amounts to €199.7 billion in commitment appropriations (see EUROPE 13435/5)

The proposed budget aims to ensure prudent budgeting, and to leave margins for unforeseen circumstances”, said Péter Banai, Hungarian Minister of State responsible for the budget negotiations.

As was the case last year (see EUROPE 13221/22), the Council specifies that the budget for 2025 must “continue showing the EU’s solidarity with the people of Ukraine and to respond to the related crises”.

In addition, the Council advocates for its position to be aligned with the outcome of the agreement on the revision of the EU’s multiannual financial framework (MFF 2021-2027), as outlined in the European Council conclusions of 1 February 2024 (see EUROPE 13341/1).

This budget breaks down as follows: 

- heading (1) ‘Single Market, Innovation and Digital’: €20.73 billion in commitment appropriations and €20.21 billion in payment appropriations;

- heading (2) ‘Cohesion, Resilience and Values’: €77.31 billion in commitment appropriations and €41.04 billion in payment appropriations (including heading 2b ‘Resilience and Values’: €10.95 billion in commitment appropriations and €10.78 billion in payment appropriations;

- heading (3) ‘Natural Resources and Environment’: €57.27 billion in commitment appropriations and €52.68 billion in payment appropriations;

- heading (4) ‘Migration and Border Management’: €4.71 billion in commitment appropriations and €3.12 billion in payment appropriations;

- heading (5) ‘Security and Defence’: €2.61 billion in commitment appropriations and €2.12 billion in payment appropriations;

- heading (6) ‘Neighbourhood and the World’: €16.27 billion in commitment appropriations and €14.42 billion in payment appropriations;

- heading (7) ‘European Public Administration’: €12.59 billion in commitment appropriations and €12.59 billion in payment appropriations (including ‘Administrative expenditure of the institutions’: €9.54 billion in both commitment and payment appropriations).

The Hungarian Presidency is due to meet the members of the European Parliament’s Committee on Budgets by the end of July to present the Council’s position on the 2025 budget.
