EU imposes sanctions on six individuals and three entities linked to Hamas and Palestinian Islamic Jihad

On Friday 28 June, the EU Council adopted restrictive measures against six individuals and three entities responsible for participating in the financing of Hamas and the Palestinian Islamic Jihad (PIJ) or enabling their violent actions.

Jamil Yusuf Ahmad Aliyan, a PIJ official, Ahmed Sharif Abdallah Odeh, who leads Hamas’ foreign investment activities, Zuheir Shamlakh, a financial facilitator and money changer who enables financial transfers from Iran to Hamas, and Ismail Barhoum, a member of the Hamas Political Bureau, have been sanctioned.

Ali Morshed Shirazi, a senior official in the Islamic Revolutionary Guard Corps and bureau chief of the Palestinian branch operating from Lebanon, and Maher Rebhi Obeid, who leads Hamas terrorists in the West Bank, are also subject to measures.

Lastly, the companies concerned are Zawaya Group for Development and Investment Co Ltd, Larrycom for Investment Ltd and Al Zawaya Group for Development and Investment Sociedad limitada, which are owned and controlled by Sudanese financier Abdelbasit Hamza Elhassan Mohamed Khair, who has himself been sanctioned since January 2024 (see EUROPE 13332/11). The three entities have been used as front companies to facilitate Hamas financial streams.
