Certain Member States would like Regulation on driving disqualifications to be included in revised Directive on driving licences

European Ministers are due to take note of a progress report on the draft Directive on driving disqualifications, without discussion, at the Transport Council meeting in Luxembourg on Tuesday 18 June.

In effect, the Member States have not reached a compromise on this text, as some wish to adopt a different approach. According to a European source contacted by Agence Europe on Tuesday 11 June, Austria, Germany, Poland, Lithuania and Ireland expressed a scrutiny reservation at a group meeting on Tuesday 28 May.

Germany would like the ‘trilogues’ on the revision of the Driving Licence Directive to be conducted first, explained the source. The interinstitutional negotiations on this first text could not begin, as the European Parliament only adopted its position in February (see EUROPE 13360/9), which was too late in relation to the end of the mandate of the outgoing MEPs.

According to the source, the European Commission has issued a scrutiny reservation on this new route chosen by the Belgian Presidency of the EU Council to proceed by revising the Driving Licence Directive. No discussion on this subject is scheduled for 18 June. (Original version in French by Anne Damiani)
