Network of coordinators under DSA, European Commission takes note of designation by France and Ireland of their competent national authorities

On Monday 23 October, the European Commission signed administrative agreements with the French and Irish national media regulatory authorities to support their supervisory powers under digital services legislation (see EUROPE 13276/14).

These agreements with France’s Autorité de régulation de la communication audiovisuelle et numérique (Arcom) and Ireland’s Coimisiún na Meán come at a time when, on 18 October, the European Commission called on Member States to speed up the implementation of the DSA and to designate “as of now” an independent authority to complete the future network of digital services coordinators (see EUROPE 13274/3). The deadline for the designation of this authority was normally set, under the DSA, at 17 February 2024.

These agreements will make it possible to exchange information, data, best practices, methodologies, technical systems and tools at a time when the Commission is looking for ways to curb the spread of illegal content and disinformation online (see EUROPE 13275/4).

The Commission, for its part, will assess, on the basis of exchanges of information, systemic risks and the identification of emerging risks, including risks linked to the dissemination and amplification of illegal content. (Original version in French by Thomas Mangin)
