The European Parliament’s Committee on Environment (ENVI) supports and wishes to strengthen the March 2023 proposal for a directive on the right to repair (see EUROPE 13147/7), in order to promote in the EU the effective right of consumers to repair defective products after their sale, outside the legal guarantee.
The draft report by Sunčana Glavak (EPP, Croatian) was adopted by an overwhelming majority (81 votes in favour, one against) on Thursday 12 October.
The Committee on the Internal Market and Consumer Protection (IMCO) is the lead committee for this dossier.
The ENVI commission recommends promoting refurbished goods as an alternative solution when repair is deemed impossible.
Furthermore, in addition to the provisions proposed by the EU Commission, it stresses the importance of strengthening the culture of reparation through awareness-raising campaigns, believing that they will both help to achieve the objectives of the future directive and have a positive side-effect beyond the scope of this legislation.
The report also recommends other incentives, suggesting in particular financial incentives that could be made available to consumers and repairers.
MEPs believe that the online platform and information form are solutions that should benefit both repairers and consumers.
