28/07/2023 (Agence Europe) – On Friday 28 July, the Council of the European Union decided to add nine military personnel to the list of natural or legal persons, entities and bodies responsible for supporting armed conflict, instability or insecurity in the Democratic Republic of the Congo (DRC). The targets include leaders of non-governmental armed forces such as the M23, the ‘Democratic Liberation Forces of Rwanda’ and Twirwaneho. This decision follows a threat by the High Representative of the Union for Foreign Affairs, Josep Borrell, to adopt additional sanctions against individuals whose activities destabilise the DRC (see EUROPE 13218/18).
