Member States had until 30 June to submit their updated National Energy and Climate Plans (NECPs) for the period 2021-2030 to the European Commission.
However, at the end of this deadline, according to information gathered by 14 NGOs in 15 EU countries and communicated by the European network CAN Europe, only three countries - Spain, Croatia and Slovenia - had met the deadline. On the other hand, France, Germany, Belgium, Austria, Bulgaria, Poland, the Czech Republic and Hungary had announced the late submission of their NECPs.
In the case of Denmark, Portugal and Italy, drafts were still circulating at national level, with no indication as to whether they had been submitted to the European Commission. Finally, there was no information available on the NECP status of Estonia.
The NECP (see EUROPE 13166/19) was introduced in 2018 by the European Union with Regulation (EU) 2018/1999 on the governance of the Energy Union and climate action, and obliges Member States to draw up a regularly updated ten-year review of their transition to a sustainable energy system, focusing on the reduction of greenhouse gas emissions, the development of renewable energies, energy efficiency, security of supply, the internal market and research, innovation and competitiveness.
