20/04/2023 (Agence Europe) – Participants at the International Summit of Cities and Regions in Kyiv on Thursday 20 April identified areas where European cities and regions could contribute to the reconstruction of Ukraine after the Russian military aggression, as well as partnerships that will facilitate leadership, such as the specific alliance set up by the European Committee of the Regions (CoR) (see EUROPE 13073/18). This includes housing, energy, transport, social services and the delivery of humanitarian aid. The CoR has developed a ten-point plan to support the reconstruction of Ukraine, including the provision of resources at CoR headquarters for Ukrainian cities and regions, bilateral skills and capacity building programmes, including the development of strategies for carbon-neutral development, and the granting of ‘pre-observer’ status to Ukrainian local authority representatives.
