In July 2021, the EU initiated the first stage of a dispute settlement procedure with Russia at the World Trade Organization (WTO), calling for consultations(see EUROPE B12766A10). It raised questions about three Russian measures which, in its view, disadvantage foreign companies in Russian public procurement.
The consultations, which were held on 13 September, failed to find a solution. Therefore, the EU called on 17 November for the establishment of a panel at the WTO.
