Commission adopts a framework of measures to ensure access to Erasmus+ and “European Solidarity Corps” for young people with fewer opportunities

Aware that European programmes dedicated to young people are still inaccessible to those with fewer opportunities, the European Commission adopted on Friday 22 October an implementing decision to ensure the inclusiveness of the Erasmus+ programme (see EUROPE 12622/27) and the “European Solidarity Corps(see EUROPE 12622/28).

EU programmes need to benefit all, regardless of their background, socio-economic context, and physical, mental, or health condition”, commented EU Youth Commissioner Mariya Gabriel on Friday.

The adopted text calls for the implementation of about ten measures, including financial ones. The decision requires that “adequate levels”of financial support be given to participants with fewer opportunities and that “reinforced financial support” be provided to organisations working with these participants. This is “in recognition of the additional efforts put in place to effectively involve these target groups in their project activities”, says the Commission.

It also calls for measures to support participants with fewer opportunities before, during and after their participation in the programmes: e.g., preparatory visits, language support, enhanced mentoring, personalised coaching. It also asks that such support be considered for the organisations involved.

The institution also suggests that funding could be provided under both programmes to offer training activities focused on the inclusion of people with fewer opportunities.

These training activities—for example, for experts, staff of organisations, various participants—would “create opportunities for the exchange of good practice, develop skills, and encourage innovative ideas on inclusion”, according to the Commission.

The European institution is committed to closely monitoring the implementation of measures within the EU27 through the Erasmus+ National Agencies and the “European Solidarity Corps”.
