Proposed revenue collection changes do not go far enough, says EU Court of Auditors

Proposed changes to the way the EU budget is collected are generally a step in the right direction, but they do not go far enough, according to an opinion published on Tuesday 5 October by the European Court of Auditors.

Changes to the way EU revenue is collected were proposed at the end of June 2021. In 2021, the system of EU financing was reformed with some changes to two of the revenue sources (own resources and VAT-based contribution). A new own resource based on non-recycled plastic packaging waste was also introduced.

The Court also points out that the proposed rules for managing irrecoverable amounts do not make the system more straightforward, and it is not demonstrated that they will increase the efficiency of revenue collection.

The Court generally welcomes the proposed changes to how late payments by Member States are dealt with. The Court makes suggestions for further improvements to the rule changes.

It proposes to establish a single review procedure for the resolution of disputes between the Commission and Member States in relation to own resources.
