01/10/2021 (Agence Europe) – On Friday 1 October, the European Commission published its roadmap for the revision of State aid rules in the rail transport sector. The Commission considers that these rules “are no longer adapted to major regulatory and market developments, such as the opening of rail markets to competition”. The Commission therefore believes that the forthcoming rules should facilitate the entry of new players into the market, ensure the modernisation of fleets, help to avoid cross-subsidisation between commercial activities and those subject to public service obligations of railway undertakings, and allow for the adaptation of rescue rules and restructuring rules applicable to railway undertakings.
