EU, US, and Canada do not rule out a gradual lifting of sanctions in case of democratic progress

The High Representative of the Union for Foreign Affairs, Josep Borrell; the US Secretary of State, Antony Blinken; and the Canadian Minister of Foreign Affairs, Marc Garneau, did not rule out on Friday 25 June a review of the sanctions imposed on the Maduro regime in the event of “significant progress in the framework of a global negotiation” that promotes an end to the political crisis in Venezuela.

Venezuelan President Nicolás Maduro and opposition leader Juan Guaído have recently shown some openness to resuming indirect dialogue under the auspices of Norway in the run-up to the November regional elections.

The EU sent a technical mission to Caracas to explore whether sufficient political conditions exist to observe these elections (see EUROPE 12746/6).

A time-bound and comprehensive negotiation process should restore the country’s institutions and allow for all Venezuelans to express themselves politically through credible, inclusive and transparent local, parliamentary, and presidential elections”, Messrs Borrell, Blinken, and Garneau said in a joint statement. (Original version in French by Mathieu Bion)
