14/04/2021 (Agence Europe) – The Council of Europe’s Cybercrime Convention Committee (T-CY) published, on Wednesday 14 April, the first complete draft text of the Second Additional Protocol to modernise the Budapest Convention on Cybercrime and invited interested parties to submit their comments by 2 May. On Tuesday, the European Commission told MEPs that work on updating the Convention was nearing completion (see EUROPE 12697/21). In a statement, the authors of the text say that the current draft text balances both “the need for an effective criminal justice response to strengthen the Rule of law and protect victims and their rights” and “the need for strong human rights and Rule of law safeguards, including for the protection of personal data”.
