Portuguese Presidency of EU Council proposes to amend categories of energy infrastructure in TEN-E Regulation revision

The Portuguese Presidency of the Council of the European Union sent to the Member States, on Thursday 11 March, new compromise proposals for the revision of the EU Regulation (347/2013) on Trans-European Energy Networks (TEN-E). 

These new proposals include the categories of energy infrastructure to be developed (Annex II of the European Commission’s revision proposal – see EUROPE 12623/3, 12618/9).

The Presidency thus suggests a new category for “any equipment or installation allowing for hydrogen or hydrogen-derived fuels use in the transport sector within the TEN-E core network”.

It also proposes the addition of a sentence specifying that “during a transitional period, repurposed gas assets could be used for transport or storage of higher blends of hydrogen with natural gas”.

Regarding new hydrogen construction, Lisbon would like to stress that it “shall include an assessment of the hydrogen demand and be dimensioned to satisfy this demand without creating overcapacity”. 

Finally, the Presidency proposes to set the minimum capacity required for an electrolyser to be covered by the revision of the TEN-E Regulation at 50 MW (rather than 100 MW).

It should be noted that Portugal has also sent proposals to Member States on the permitting procedure for projects of common interest (PCI) and on public participation, two other sections of the TEN-E Regulation (see EUROPE 12676/22).
