15/03/2021 (Agence Europe) – The Council of the European Union adopted, in the evening of Friday 12 March, its recommendations on “equality, inclusion and participation” of Romani. The EU Council remained relatively faithful to the Commission’s initial text (see EUROPE 12576/9): the changes made aim in particular to offer more flexibility to Member States and to take better account of mobile Romani citizens - as shown in the working documents detailed in our columns in December (see EUROPE 12622/26) and at the beginning of March (see EUROPE 12673/11). Now approved, these recommendations provide a renewed framework for states wishing to take action to combat the exclusion of Romani. Among other things, Member States are invited to adopt national strategic frameworks for Romani and to communicate them to the Commission, preferably by September.
