EU Council formally adopts revised ‘black’ list of tax havens

22/02/2021 (Agence Europe)The EU Council formally adopted the revision of the European ‘black’ list of tax havens (see EUROPE 12659/1) at the Foreign Affairs Council on Monday 22 February. As announced, Dominica has been added to the ‘black’ list while Barbados has been removed. Morocco, Namibia and Saint Lucia were also removed from the ‘grey’ list, as they have fulfilled all their commitments, while Jamaica, which has committed to changing its harmful tax regime by 2022, was added to it. Several countries have also obtained an extension of the deadline for meeting their commitments. This is notably the case for Turkey, whose future gave rise to awkward discussions amongst member states (see EUROPE 12657/12). The text calls on Turkey to commit itself at high political level by 31 May 2021 to activating its automatic exchange of information with all 27 Member States and to do so by 30 June 2021. See adopted text: https://bit.ly/3pHmKET (MF)
