Movement on coordination of social security systems in EU Council

The Portuguese Presidency of the Council of the EU will target the meeting of ambassadors (Coreper I) on Wednesday 17 February to relaunch the inter-institutional negotiations on the Regulation on the coordination of social security systems, according to information gleaned by EUROPE on Wednesday 10 February.

The Presidency may well seek to renew the EU Council’s mandate with a view to negotiations with the European Parliament. The aim would be to obtain the necessary clarifications, in particular on prior notification before sending a worker to the competent national host authorities, the most sensitive political point (see EUROPE 12413/17).

Here, a 3-day time exemption, with an exemption for the construction sector, would be considered, we are told. This option, if indeed envisaged by the Presidency, would be very similar to the one discussed by the co-legislators last December.

However, this was submitted too late in the negotiations, leaving too little time for political analysis (see EUROPE 12618/24). (Original version in French by Pascal Hansens)
