Governance of data spaces, Commission publishes its inception impact assessment

The European Commission is preparing the ground for a governance framework for European Data Spaces. It has opened its inception impact assessment for comments, which should feed into its legislative initiative in the fourth quarter of 2020.

In its impact assessment, the Commission sets out the threefold objective of unlocking more public data for research for the common good, supporting the voluntary sharing of data by citizens (“data altruism”) and setting up a governance structure at the EU level to prioritise standardisation needs and improve data interoperability. 

The Commission is proposing several options. On data altruism, for example, which consists of sharing data to stimulate research and innovation for the common good, the inception impact assessment envisages obligations for Member States to ensure national data altruism mechanisms and the provision of a common European consent form.  

The feedback mechanism, which precedes the public consultation, is open until 31 July 2020.
