Imports of ferrosilicon from China and Russia will again be subject to an anti-dumping duty

From 2 July, a definitive anti-dumping duty will be applied to imports of ferrosilicon from China from 15.6% to 31.2% and from Russia from 17.8% to 22.7%.

Identical definitive anti-dumping duties had already been imposed in 2014, following an initial review. As these measures were due to expire, a request for a review was lodged by Euroalliages in January 2019, representing more than 90% of the total European ferrosilicon production. The association argued that, in the absence of measures, dumping would resume and with it the harm to the industry, as well.

The investigation has indeed shown that Chinese and Russian ferrosilicon imports continued to enter the Union market at dumped prices. The Commission also established the existence of large unused capacities in both countries concerned, the attractiveness of the Union market in terms of prices and volumes and the possibility that other exports could be redirected.

Therefore, the institution concluded that the expiry of the anti-dumping measures would be likely to lead to a continuation or resurgence of dumping.
