Collective Redress Directive, Croatian Presidency of EU Council wants to maintain interinstitutional negotiations of 22 June

Negotiators from the European Parliament and from the EU Council, assisted by the Commission, are expected to meet on Monday 22 June for an interinstitutional trilogue on the proposal for a directive aimed at introducing, for the first time in the EU, minimum rules for offering collective redress procedures to consumers deliberately harmed by unfair practices by the same company infringing EU law.

This is the will of the Croatian Presidency of the Council of the EU, following discussions held on 10 June in the EU Council working party on consumer protection (see EUROPE 12499/19). 

These mainly concerned Article 4, which defines who can be a qualified entity, entitled to represent consumers, and Article 7 on the financing of representative actions (see EUROPE 12434/7).

There was a very long discussion, especially on these articles. Many member states would prefer a slower pace, but the trilogue of 22 June is maintained for the time being”, a diplomatic source told EUROPE.

The Presidency's intention is to go to the third trilogue on 22 June 2020 with the aim of reaching an agreement with the European Parliament before the end of the Croatian Presidency of the EU Council. To this end, it is “putting all efforts to advance as much as possible, without compromising the quality of the draft”, another source said. (Original version in French by Aminata Niang)
