The provisional agreement reached with EU ministers on ‘Mobility Package I’ was approved by the European Parliament's Transport Committee (TRAN) on Monday 8 June.
The three texts that make up the package were adopted without any amendments (see EUROPE 12501/15).
There were 30 votes in favour of the directive on posting, with 19 against and no abstentions; 33 votes in favour of the Regulation on driving and resting time and tachographs, with 15 against and 1 abstention; 33 votes in favour of the Regulation on market access, with 16 against and no abstentions.
The three texts stipulate in particular that the rules on the posting of drivers apply to cabotage and international transport operations. They “will fill a regulatory gap in the sector”, said the European Road Haulers Association (UETR), welcoming the committee's vote.
The texts also prohibit regular weekly rests from being taken in the cabs of lorries and ensure that drivers return home every three or four weeks.
Lorries will also have to be returned to the company's operational centre every eight weeks.
This package, which has been very controversial (see EUROPE 12459/25, 12454/24), will now have to pass the plenary vote due to take place in July. In the meantime, new amendments can be tabled.
If none of the amendments gets an absolute majority, the text will be definitively adopted. (Original version in French by Agathe Cherki)
