23/04/2020 (Agence Europe) – The European Commission has amended its internal rules of procedure, by a decision (2020/555) published in the Official Journal of the EU on Wednesday 22 April, to introduce an alternative decision-making process when exceptional circumstances require it, such as the current health crisis. Thus, when some or all of the members of the Commission are prevented from attending a meeting of the College of Commissioners in person, the President may invite them to participate by means of "telecommunications systems". In this case, for the authentication of acts adopted, the signature of the summary note by the President and the Secretary-General of the Commission could be replaced by the written agreement of the members physically absent.
