Electronic communications code, Commission shall specify contractual summary

The European Commission met the deadline. On Tuesday 17 December, it presented a model identifying the main information that a telephone, messaging or Internet operator must provide to a potential customer before concluding a contract. This initiative was provided for in the electronic communications code adopted at the end of 2018 (see EUROPE 12035/6)

The Implementing Regulation specifies that the contractual summary in question must gather, in a concise and easily readable format, the main elements of information that suppliers are required to make available to consumers. This includes, but is not limited to, supplier contact information, service description, Internet service speed, price, duration, contract renewal and termination conditions, and features for disabled end users. The document will be limited to a normal page for a single service and up to three pages for a bundle.

It will have to be made available to consumers from 21 December 2020, when the electronic communications code (Directive 2018/1972) becomes applicable, in the same way as a normal contract, namely on paper in a shop or online.
