07/11/2019 (Agence Europe) – On Wednesday 6 November, EUROPE obtained a copy of the French document proposing a new mechanism to combat social dumping (see EUROPE 12347/5). France suggests adding to the principle of “equal pay for equal work” the concept of “equal contributions”. In essence, the mechanism suggested by France would consist of making the employer pay the difference in contributions between the host Member State and the home Member State to the posted worker's home fund. The proposal would significantly reduce social dumping and provide a financial surplus to the social security funds of the sending Member State. For the time being, the document will remain on the back burner during the Finnish Presidency of the Council of the EU, as it has been considered as sensitive, particularly in view of the difficult negotiations on the regulation on the coordination of social security systems (see EUROPE 12364/21).
