Green light from Member States for estimated contributions to be paid to 11th EDF

On Friday 25 October the ambassadors of the EU Twenty-Eight approved the proposal for an EU Council decision establishing the amount of contributions to be paid by the Member States to the European Development Fund (11th EDF), which finances EU cooperation with the group of 79 ACP countries (Africa/Caribbean/Pacific) and the Overseas Countries and Territories (OCTs). The EDF will be managed outside the EU budget until the end of 2020.

The ceiling for the annual amount of contributions for the year 2021 is set at EUR 3.7 billion for the European Commission and EUR 300 million for the European Investment Bank (EIB).

The annual amount for 2020 is set at EUR 4.4 billion for the Commission and EUR 300 million for the EIB. The first instalment for this financial year, to be paid by the Member States before 21 January 2020, is EUR 1.8 billion for the Commission and EUR 100 million for the EIB. 

The contributions will be made up of funds from the 11th EDF (to which the 28 Member States contribute) for the Commission and balances from the 10th EDF (to which 27 Member States contribute) for the EIB.

 The ACP Group already agreed on this draft EU Council Decision on 15 October. The decision will be adopted without debate by the EU Council at a forthcoming meeting. (Original version in French by Aminata Niang)
