EU Fisheries Ministers reached agreement on Tuesday 15 October on certain technical aspects of the draft regulation on the European Maritime and Fisheries Fund (EMFF).
The EU Council had already agreed on 18 June 2019 on a partial general approach on the EMFF (see EUROPE 12277/1).
This partial general approach left out aspects related to the Multiannual Financial Framework (MFF) and some technical aspects. It was on these technical aspects that the EU Council reached agreement, namely: - the ceiling of the financial envelope that the Commission can allocate to technical assistance (the Commission had proposed a ceiling of 1.7%, but the figure of 1.25% was adopted by the EU Council); - delegated and implementing acts (the Commission has proposed to use delegated acts to review or complement the indicators in Annex I and to establish a monitoring and evaluation framework). The compromise gives the Commission well circumscribed empowerments to adopt implementing acts concerning the data that the managing authority provides to the Commission and to adopt delegated acts to complement the core performance indicators.
