14/06/2019 (Agence Europe) – On Friday 14 June in Luxembourg, the European Finance Ministers actioned the withdrawal of Dominica from the European 'black' list of non-cooperative jurisdictions for taxation purposes (see EUROPE 12269/3). Dominica, which ratified the OECD Multilateral Convention on Mutual Administrative Assistance in tax matters at the end of April, also signed the Multilateral Competent Authority Agreement on 30 April 2019 and finalised its national procedures on 1 May 2019. Dominica will start exchanging information with EU Member States from December 2019. The following will therefore remain on the EU ‘black’ list: Belize, Fiji, Marshall Islands, Oman, United Arab Emirates, Vanuatu, American Samoa, Guam, Samoa, Trinidad and Tobago and the United States Virgin Islands.
