27/02/2019 (Agence Europe) – MEPs of the European Parliament Environment Committee on Wednesday 27 February endorsed (33 votes in favour, 2 against, 3 abstentions) the provisional Interinstitutional Agreement on the Regulation which will impose, for the first time, performance standards for the reduction of CO2 emissions from heavy duty vehicles and new buses (see EUROPE 12197). The text provides for a 30% reduction in emissions by 2030 compared to 2019 with an intermediate target of 15% by 2025 - two binding targets - and the setting of post-2030 targets in 2022. It also provides for a system of incentives for the marketing of low-emission or zero-emission vehicles: super credits until 2024 and a mandatory 2% share of these clean vehicles in sales in 2025, to the great satisfaction of the Dutch rapporteur, Bas Eickhout (Greens/EFA).
