Representatives of the European Parliament and the Romanian Presidency of the Council of the European Union reached provisional political agreement on Monday evening, 11 February, on the proposal to revise Directive 2009/33/EC to stimulate public procurement of clean vehicles, in the context of a second meeting of inter-institutional negotiations ('trilogues').
"The compromise found on #CleanVehicles directive means public procurement will help us to accelerate #VisionZero pollution now!" said Violeta Bulc, European Commissioner for Transport, after the meeting.
This agreement is based on the European Commission's proposal of November 2017 as part of the second ‘mobility’ package (see EUROPE 11900). While the European Parliament had defined its negotiating position last October (see EUROPE 12126), the States had expressed their views on this issue at the end of January (see EUROPE 12180). A first trilogue had enabled both sides to identify the political points to be settled (see EUROPE 12182).
According to our information, the EU Council's position on the definition of a clean light duty vehicle has been adopted. Similarly, the definition of a clean heavy duty vehicle is very similar to that agreed at Council level.
As regards the minimum objectives for the use of clean vehicles by public authorities, the thresholds per Member State recommended by the Council for heavy duty vehicles have been the subject of an interinstitutional agreement.
On the other hand, for light duty vehicles, the thresholds adopted correspond to the Council's target objective, to which we would add 10% of the same target objective. Thus, for example, when the Council had agreed on a threshold of 35% for Luxembourg, the agreement provides for a threshold of 38.5% (35% + 3.5% = 38.5%).
Finally, with regard to the transposition period of the revised Directive, the EU institutions agreed on a period of 24 months, as initially proposed by the Commission.
This provisional agreement must now be formally approved by Parliament and Council of the European Union. (Original version in French by Lucas Tripoteau)
