Negotiators in the European Parliament and the EU Council failed to complete the draft regulation on ending geographical blockage in the EU for certain radio and television programmes (the so-called ‘SatCab' proposal), as they had hoped. However, against all expectations, they agreed to meet again before the end of the year.
According to our information, Parliament and the Council have agreed to apply the country of origin principle (Article 2) to broadcasters' information and news programmes as well as to broadcasters’ own productions - and not to in-house productions, as Parliament wished. But they still have to clarify the issue of subsidiaries, which Parliament wants to exclude from this definition, unlike the Council. They must also regulate the transposition period (since they have chosen to talk about a directive rather than a regulation) and the review clause.
The sixth trilogue could take place around 13 December, the date on which the trilogue on copyright reform, the other part of this package, is due to take place. (Original version in French by Sophie Petitjean)
