Council would reduce ambitions of recommendations on access to social protection

Member States are reportedly becoming weaker at the technical level, within the EU Council, some aspects of the Commission's recommendations to facilitate access to social protection for all workers. The delegations met on 5 November. 

The recommendations would be less ‘prescriptive’, with some delegations questioning the use of the term ‘shall’, according to our information. They would also like to remove a number of mandatory provisions for self-employedpeople, in particular on unemployment benefits and accident benefits. 

The recommendations are not expected to appear on the agenda of the next Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) in December, according to the provisional agenda. The stated reason is that the recommendations must be examined by the Bundestag, the German Parliament, we are told. 

At the same time as the draft European Labour Authority, the Commission presented a series of recommendations to improve social security coverage for employees and self-employed persons in the Union (see EUROPE 119980). (Original version in French by Pascal Hansens)
