The negotiators from the European Parliament and EU Council, assisted by the Commission, are not yet out of the woods on reaching an agreement on the proposal to strengthen the EU civil protection mechanism for a more effective collective response to natural or man-made disasters. Their trouble is due in particular to the creation of a reserve of assets, known as RescEU.
Initially scheduled for 5 November, the third trilogue negotiation meeting has now been cancelled. "The next political trilogue is foreseen for the end of November. The date is not yet confirmed", a source told EUROPE.
This delay will be used to try and overcome the difficulties setting the Parliament against the Council as regards the financing of RescEU.
During the previous meeting, the Parliament was not able to accept the Council's position because the Council would like all the necessary resources for financing the future mechanism to come solely from the redeployment of funds in the budget. Other differences are over the prevention and level of information to be shared between the member states and EU, and on the establishment of RescEU (see EUROPE 12115).
