The European Parliament’s rapporteurs on the proposals on the Common Agricultural Policy (CAP) after 2020 will unveil their work on 19 October, but the chances of reaching the end of the co-decision procedure on the post-2020 CAP are slim, according to a number of sources.
Spaniard Esther Herranz García (EPP) will present her report on 19 October on the CAP’s strategic plans, Éric Andrieu (S&D, France) will unveil a report on the common organisation of the market (particularly for wine, fruit and vegetables) and Ulrike Müller (ALDE, Germany) a report on the horizontal regulation.
Due to the rather short timelines for such a dossier, uncertainty about the multiannual financial framework (MFF) 2021-2027 and the approach of the elections it is unlikely that the European Parliament will manage a vote in plenary before the May elections on the post-2020 CAP.
It seems that two options are being studied: a vote in plenary in February (the March plenary will be devoted to Brexit and April’s to finalising riper dossiers), but the calendar seems over-ambitious, or a vote in April at the European Parliament’s agriculture committee. The latter scenario is starting to be talked about, which means that the result of the vote would not tie the hands of the next European Parliament. The agriculture committee would leave its imprint on the dossier.
At the Council, the ministerial meeting of mid-October should give indications of the possibility of obtaining a general approach before December (see EUROPE 12103). (Original version in French by Lionel Changeur)
