24/05/2018 (Agence Europe) – The meeting of EU attachés responsible for intellectual property questions, which took place on Wednesday 23 May, did not lead to consensus emerging on the 'copyright' directive (see EUROPE 12025). The ambassadors will pursue discussions on Friday 25 May with a view to reaching a general approach of the Council. We understand that the attachés clashed in terms of the neighbouring right for press editors on the definition of and the manner in which ‘non-substantial’ extracts are to be treated (they are the subject of a derogation) and, in terms of the value gap, on the lighter responsibility system for ‘micro and small companies.’ According to an observer, the debate was nevertheless constructive and nothing can be taken for granted. He said ‘the bilateral meetings were continuing and the Bulgarian Presidency of the Council remains confident,’ noting the ‘conciliatory’ tone of the Commission, which he said was a ‘good sign.’ (SPj)
