Proposal setting export refunds at zero for the poultry meat sector

The European Commission adopted a proposal on Monday 14 May confirming that export refunds for the poultry meat sector should be set at zero.

On 18 July 2013, the Commission adopted Implementing Regulation 689/2013 setting the amount for export refunds for the poultry meat sector at zero. In its ruling of 20 September 2017, the European Court of Justice declared this text invalid, taking the view that its adoption had not complied with procedural rules (see EUROPE 11866). The Court decided, however, to maintain the effects of the contested regulation until the entry into force of a new act intended to replace it. In the meantime, Regulation 1234/2007 was repealed by Regulation 1308/2013 establishing a common organisation of the markets in agricultural products, which set refunds at zero from 1 January 2014. The proposed act is intended to replace Implementing Regulation 689/2013 for the period from 19 July 2013, the date of its original coming into force, to 31 December 2013. It is submitted to the Council on the legal basis of Article 43(3) of the Treaty on the Functioning of the European Union.  (Original version in French by Lionel Changeur)
