The European Automobile Manufacturers Association (ACEA) has set out further recommendations on the new CO2 emissions standards for new cars and vans proposed by the European Commission in November of last year (see EUROPE 11952 and 11900). ACEA says that the draft regulation aiming for an average reduction of 30% in emissions from new vehicles in the EU (compared with 2021) with an intermediate target of a 15% reduction by 2025 needs to ensure that structural changes are in place.
The position paper that ACEA published on 23 March calls for the focus to be on “an ambitious, but realistic, 2030 target”, the inclusion of a mechanism that makes the target conditional on the availability of recharging and refuelling infrastructure, a 2030 level of ambition to be set for 20% of cars, revision of the low-emission vehicle benchmark and for the specific situation of vans to be addressed.
