Environment Council: - Circular economy: European strategy on plastics in the circular economy, particularly the recycling of plastics and waste containing substances of concern. – CO2 emissions and air quality: performance standards for vehicles; summary of the 21st European forum on eco-innovation for better air quality; state of negotiations on a global environmental pact (France); implementation of the regulation on invasive species; eco-innovation in the framework of the circular economy. – Greening of the European Semester.
Brussels. European Parliament. Activities of the committees (to 08/03). – LIBE-AFET: structured dialogue with Commissioner Jourová on the work of the UN High Commission for Refugees in Libya and report of the EEAS on the visit of the EU-UN-EU mission to Libya.

Brussels. Council of the EU. Foreign Affairs Council. *Defence: - Permanent structured cooperation (PSC): establishing the list of projects in the framework of the PSC in which 25 states are participating with 17 projects and adoption of a recommendation on the implementation of the PSC.
Luxembourg. *Court of Justice of the EU. #Judgements: - joined cases C-52/16 (SEGRO) and C-113/16 (Horváth – compliance with EU law of stripping the beneficial interest from individuals with no close family link to owners of agricultural lands in Hungary). – C-284/16 (Achmea – Compatibility with EU law of the arbitration clause in the agreement concluded between the Netherlands and Slovakia on the protection of investments).

Weekly meeting of the College of Commissioners. - Capital Markets Union (including an action plan on sustainable finance with regulatory measures; an initiative on financial technology (FinTech), a proposal for a framework on participative finance and peer financing; a European rehabilitation framework for bonds; a REFIT initiative on reducing obstacles to the cross-border distribution of alternative investment funds and UCITS; a proposal on the assignment of debt and ownership of securities) (Dombrovskis/Katainen). - Winter package European Semester (including the country-by-country reports 2018) (Dombrovskis).

Justice and Home Affairs Council (and 09/03). *Home Affairs: - Security questions: cooperation with the countries of the Western Balkans in matters such as security and migration, in light of the new EU strategy for the region; examination of the proposed regulations on interoperability between the EU information systems; current contributions of the EU agencies to fighting terrorism and options for continued work; stock take of migration and implementation of existing migration policies.
Luxembourg. *General Court of the EU: #Judgement T-665/16 (Cinkciarz.pl/EUIPO – Refusal of EUIPO to register the currency symbols ‘€’ and ‘$’ as EU trademarks).

Justice and Home Affairs Council. *Justice: - Discussion on the directive on non-monetary frauds updating the rules to bring them into line with new technological developments (mobile payments, virtual currencies). – Discussion on the Brussels II regulation on disputes in international marriages (divorce, child custody, etc.). – Improved cross-border access to electronic evidence pending a Commission legislative draft. – State of progress with the implementation of the European Public Prosecutor’s Office (enhanced cooperation between 20 member states).
