02/03/2018 (Agence Europe) – Germany backs the Bulgarian Presidency of the Council’s call for prevention of a value-gap, explains a policy document dated 28 February on Article 13 of the draft directive on copyright. The German federal government calls for a specific copyright responsibility regime for force platforms to eliminate content protected by copyright or to block access as soon as they become aware of downloading without authorisation. It foresees, however, an exemption under Article 14 of the e-commerce directive (safe harbour) for platforms using ‘effective and reasonable’ identification techniques.
