27/10/2017 (Agence Europe) – At the meeting of the Committee of Permanent Representatives (Coreper) on Friday 27 October, the Estonian Presidency of the Council of the EU failed to secure a revised mandate on the regulation concerning online geo-blocking. Tallinn had proposed to revise the general approach of 28 November in order to include software and videogames in the scope of application of the text, together with a three-year revision clause (see EUROPE 11892). The question of the inclusion of non-audiovisual content protected by copyright (Article 4) is the main stumbling block in negotiations with the Parliament. The Presidency will now consider its options regarding this dossier and may return to Coreper in the next few weeks. “A trilogue could be possible on 13 November”, a Presidency source told EUROPE.
