  • Brussels. European Commission. Weekly meeting of the College of Commissioners. – Reflection document on the future of European defence up to 2025 (drafting of the White Paper). – Communication to launch the European defence fund. – Proposed regulation instituting the defence industry development programme aiming to support the competitiveness and innovativeness of the EU defence industry. – Implementation of the EU’s global strategy: communication on efforts to promote state, economic, environmental/climate and societal resilience in third countries. Capital Markets Union: mid-term review. – Aviation: an open and connected Europe.

European Commission. - Defence and security of the EU: publication of a reflection document on the defence and security of Europe up to 2025 and the proposed launch of a European defence fund (see above). – Transport: presentation of the revision of the ‘Aviation Package’ (Regulation EC no. 868/2004)

  • Luxembourg. *General Court of the EU: #Judgment T-673/15 (Guardian Europe/European Union – payment by the EU of damages to a company that believes itself to have been harmed by the excessive time taken by proceedings before the EGC and an excessive fine, which was subsequently reduced by the Court of Justice of the EU). 

Thursday 8 June

Council of the EU. ‘Transport, Telecommunications and Energy’ Council (and 09/06)’. *Transport: - General orientation on amendments to the directive on the qualifications and continuous training of HGV drivers. – Conclusions on priorities for maritime transport policy up to 2020. – Conclusions on road safety approving the Declaration of Valletta. – Any other business: presentation by the Commission and discussion on the Mobility Package (revision of Regulation 1071/2009, proposed directive on driverless utility vehicles, revision of the regulation on daily and weekly driving times, revision of the directive on posted workers in road transport, revision of the directive on the use by trucks of certain infrastructure, proposed directive on the interoperability of electronic toll systems to facilitate the exchange of information), presentation by the Presidency of the proposed directive on professional qualifications in inland navigation; progress report on the work on the regulation on common rules in civil aviation and the creation of an EU air safety agency, presentation of the regulation on the protection of competition in air transport; presentation by the Commission of the package “Aviation: an open and connected Europe” (security, social dimension, follow-up on the Declaration of Amsterdam, protection against terrorist acts).

Council of the EU. ‘Justice and Home Affairs’ Council (and 09/06). *Justice: – European Public Prosecutor’s Office: political agreement in principle on the proposed regulation to create a European Public Prosecutor’s Office (enhanced cooperation). – Provision of digital content: political agreement in principle on the directive on certain aspects of supply contracts for digital content. – Money laundering: agreement in principle on the directive to tackle money laundering (criminal justice). – Discussion on the revision of the Brussels IIa framework on matrimonial matters and parental responsibility. – Discussion on the proposed directive on insolvency, restructuring and second chance. – Debate with the home affairs ministers on matters related to criminal justice in cyberspace and the protection of child migrants.
  • Brussels. European Parliament. Activities of the committees. – FEMM-DROI: hearing of experts on the theme “Violence against women in the countries of the Western Balkans and Turkey”.
  • Tallinn (Estonia). European Central Bank. Meeting of the Governing Council. Monetary policy decision.
  • Luxembourg. *Court of Justice of the EU. #Judgments: - C-296/16 P (Dextro Energy/Commission – Possibility of using certain negative health claims relating to glucose); - C-541/15 (Freitag – Obligation of recognition by the state of residence and of nationality of an adopted person to change his or her name back to the original name). #Conclusions: - C-490/16 (A.S.) and C-646/16 (Jafari – Possibility of a member state sending asylum seekers to the member state by which they enter the EU when it appears that that state allowed them to enter its territory with the sole aim of allowing them to cross and apply for asylum in another member state); - C-214/16 (King – is the requirement for a worker to take his or her leave before finding out whether he or she is entitled to take this as paid leave compatible with EU law?).

Friday 9 June

  • Luxembourg. Council of the EU. ‘Transport, Telecommunications and Energy’ Council. *Telecommunications: - Revision of the directive establishing the code of electronic communications; - Stock-take on work on the regulation establishing the Body of European Regulators for Electronic Communications. – General orientation on the regulation on cross-border parcel delivery services. – Stock-take on work on the regulation on the protection of privacy and personal data in electronic communications.
  • Luxembourg. Council of the EU. ‘Justice and Home Affairs’ Council. *Home affairs: interoperability of information systems and improvements of the Schengen Information System (SIS) (guideline debate on the use of the SIS in border checks, in police and legal cooperation in criminal matters and for returns of third-country nationals residing illegally). – ETIAS: general orientation on the creation of a European Travel Information and Authorisation System (ETIAS). – Returns policy: implementation of the recommendation of the Commission on returns; conclusions on the improvement of returns and readmission of third-country nationals residing illegally. – Proposals to reform the common European asylum system.
  • Valletta (Malta). Council of the EU. General Affairs. Informal meeting of the ministers for cohesion policy. Debates on the future of the cohesion policy and possible improvements to the policy.
