Buoyed by unanimous agreement on swift ratification of the Paris Climate Agreement by the EU, the Environment Council adopted conclusions on Friday 30 September that were endorsed by all the member states on the negotiating position to be defended by the EU at COP 22 in Marrakech, Morocco, on 7-18 November.
Aware that the conference will focus on action and implementation of the Paris deal, the EU28 want to see progress in detailed understanding of key elements of the agreement in order to encourage implementation of the deal as a whole. The focus is on reducing greenhouse gas emissions, along with implementation means, support for developing countries and countries most susceptible to climate disruption (adaptation, damage and losses), raising ambitions for measures to be taken by 2020 and mobilising $100 billion a year for climate financing, promised for 2020.
On 11 October, the ECOFIN Council will publish a conclusions document on monitoring financial commitment pre- and post-2020. The European Parliament has already adopted its negotiating position for COP 22 and wants the EU to increase its ambitions for its 2030 targets (see EUROPE 11620).
