Brussels, 18/11/2015 (Agence Europe) - The Luxembourg Presidency of the Council of the EU informed ministers on Tuesday 17 November of the state of play in negotiations on an agreement between the Commission, the European Parliament and the Council on better regulation (see EUROPE 11317).
Luxembourg European Affairs Minister Jean Asselborn said in a press conference in Brussels on Tuesday that discussions among the three institutions “are progressing well. The Luxembourg Presidency is hopeful of concluding talks before the end of the year”. He told the General Affairs Council that discussions on this issue were only part-way through and that the Council's priorities had been defended by the Luxembourg Presidency and had been respected in the negotiations. These priorities are annual planning (the Council must remain in the same footing as Parliament) and consultation of experts on delegated acts.
The Council and Parliament will not support the Commission proposal on impact studies (if either the Council or Parliament make substantial amendment, it will also take responsibility for the impact study). “There's still much to be done”, Asselborn said. No delegation spoke after Asselborn.
The interinstitutional agreement on better regulation was proposed by the Commission in order to get the three institutions to make a common commitment to improve the way the EU makes laws. (Original version in French by Lionel Changeur)
