Brussels, 18/11/2015 (Agence Europe) - On Monday 16 November, the Council of the EU definitively adopted the legislative revision to adapt payment services to the digital era and to allow the emergence of new players (see EUROPE 11406).
Two years from now, consumers using a bank account online will be able to use software (or mobile apps) managed by a third-party company making payments in their name. In order to remove obstacles to newcomers, banks will be able to deny these service providers access to a client's account only on objectively justified grounds of security. On the other hand, providers of third-party payments will be obliged to guarantee secure authentication of the user.
The directive also increases consumer protection. Additional costs related to bank card payments for online purchases will be scrapped. In the event of an unauthorised payment, the excess consumers will have to pay will be reduced from €150 to €50, other than in the event of proven fraud or gross negligence. Lastly, the rules on the protection of personal bank data have also been stepped up. (Original version in French by Mathieu Bion)
