Brussels, 15/04/2014 (Agence Europe) - On Monday 14 April, the Council of Ministers of the EU adopted without debate a regulation in imports of rice from Bangladesh. This text basically aims to take account of the provisions of the Treaty of Lisbon. The compromise on this text was reached between the three institutions of the EU at a trialogue session held on 10 February of this year. This regulation brings the 1990 regulation on imports of rice from Bangladesh into line with Articles 290 (a legislative act delegating to the Commission the power to adopt non-legislative acts of a general nature to add to or amend certain non-essential elements of the legislative act) and 291 (when uniform conditions for the implementation of legally binding acts of the Union are required, these acts confer implementing competencies on the Commission) of the Treaty, as regards the implementation and delegation competences conferred upon the European Commission. Regulation 3491/90 lays down the conditions for the application of the preferential import arrangements granted by the EU to rice from Bangladesh. These arrangements imply a reduction of import taxes in the EU, within the limits of the quantities traditionally imported. This regulation is part of a raft of agricultural texts to be aligned on the Lisbon Treaty. (LC)
